Step one: do a real takeoff

Measure every surface, list every linear foot of trim and transition, count every fixture and every threshold. Do it room by room and write the measurements down with the date. This takes an afternoon and removes the largest source of budget error, which is guessing at quantity.

Add the waste allowance separately rather than inflating the measurement. Ten percent is typical for simple layouts, more for diagonal patterns, irregular rooms and brittle salvage. Keep spares as a third line so it is visible and does not get value-engineered away.

Step two: build rates that mean something

For each line, a usable rate has four parts: material cost per unit, installation cost per unit, preparation cost per unit, and the disposal cost of what it replaces. Collect all four for every candidate before comparing.

Ask for rates in the same unit across quotes. If one contractor prices per square foot and another prices per room, convert before comparing rather than trusting an impression.

Step three: price the tests and the rules

Testing costs are not the same everywhere, because state programs differ. Check yours before assuming a national figure, and treat abatement as licensed work rather than something to price against a general contractor's day rate.

Budgeting a test that follows those protocols costs more than a hardware store kit and produces a document you can actually rely on when a basement floor is being finished.
