What is being compared
Three documents get filed under the same name. An industry-average declaration pools data from several plants and often from several products, so one vinyl plank EPD may cover everything from a thin wear layer to a heavy one.
A manufacturer-specific declaration stays inside one company, while a plant-specific declaration covers one line at one address. All three are Type III declarations under ISO 14025, and all three pass through a program operator. The difference is representativeness, not legitimacy. American declarations usually follow product category rules written for this market and report TRACI categories: global warming, acidification, eutrophication, smog formation and ozone depletion. Canadian and European declarations follow EN 15804 and report a different indicator set. A TRACI acidification figure and an EN 15804 acidification figure do not sit on the same scale.
The criteria that matter
The declared unit is the first filter. Many US flooring EPDs report impacts per square meter of finished product, without adhesive, underlayment or packaging.
Divide the headline figure by the declared reference service life. That figure is often 10 years for resilient sheet and 20 to 25 for solid wood. - Write down the declared unit and the reference service life before you read any impact figure.
- List the modules included. Treat A1 to A3 as product only, and note whether A4 and C appear.
- Identify the impact method. TRACI points to a US declaration, while EN 15804 means the numbers need translating.
- Record the data year and the program operator's validity window, commonly five years.

Where each one wins
An industry average is the right answer when you are screening a category, or when no product-specific data exists. It is also the benchmark behind the LEED v4 credit language, so specifiers cannot avoid it.
The EPA page on volatile organic compounds and indoor air quality belongs beside any declaration. An EPD reports modelled emissions, while the chemistry of a floor in a room is a separate measurement.
A manufacturer EPD wins when two shortlisted brands compete and you want one clean comparison. A plant-specific EPD wins when a supplier makes a claim about one factory, or when a single production line feeds several projects.

What none of them solve
No EPD covers installation quality, cleaning regime, wear, or how long a floor actually lasts. Module B, the use stage, is frequently excluded, and that is the part deciding how a floor looks in ten years. Specifiers comparing recycled interior surfaces meet this gap constantly, because those products often lack product-specific data.
Underlayment, adhesive and trim sit outside the boundary too, and cork underlayment brings impacts of its own. Averages also move. A plant that switches fuel can shift the pooled figure at the next revision, so a declaration published in 2019 may not describe today's production.
Common questions
What does an industry-average EPD average over? Plants, product lines and reporting years, in proportions the document rarely spells out. The appendix usually lists the number of sites and the data years.
Can I place a US figure next to a Canadian one? Not directly. Different methods produce different numbers for the same product, so translate the units or compare within one framework.
Does an EPD tell me whether a floor is healthy? No. It reports modelled environmental impacts rather than indoor emissions. VOC testing answers a different question.
